Aarcher is seeking a Senior Environmental Compliance Specialist in Muscatine, Iowa for our client who is a manufacturer and worldwide marketer of corn-based products.  This position is responsible for performing and coordinating permitting, monitoring, testing, and reporting of air emissions, water discharges and waste disposal at a corn wet milling facility in Muscatine, Iowa. This position will coordinate with the GPC Engineering department on design, specification, and construction of environmental projects within the Muscatine plant. In addition, this position will maintain and update environmental programs including: the Spill Prevention Control and Countermeasure (SPCC) plan, Risk Management Plan (RMP), Stormwater Pollution Prevention Plan (SWPPP), Toxic Release Inventory (TRI), Green House Gas (GHG) emissions, Tier II reporting (SARA311/312), Continuous Emission Monitoring (CEMs) for the Muscatine facility. This position reports to the Director of Environmental Services.

PRIMARY DUTIES & RESPONSIBILITIES:

Air Quality Permits

• Prepare necessary air permits and establish regulatory reporting requirements.

• Compile and file required Title V documentation, compliance tacking, permit updates and renewals. Update periodic monitoring records.

• Prepare Title V annual emission inventory and semi-annual/annual compliance certification.

• Assist or consult on air related plant engineering projects.

• Perform necessary dispersion modeling for permits or compliance.

• Be the company representative for air quality inspections by IDNR and respond to inquiries by regulatory agencies.

Continuous Emission Monitoring

• Coordinate O&M of CEMs system required for regulatory compliance.

• Coordinate annual RADA tests and monitor maintenance with contractor.

• Prepare CEM quarterly reports.

Stack Testing

• Coordinate engineering and compliance stack tests for emission sources in the facility.

• Obtain proposals and select contractors for testing; coordinate protocols with the IDNR.

• Assist contractors during tests and coordinate plant operation to accommodate tests.

• Review results and submit reports to IDNR. Maintain internal records of stack tests.

Hazardous Materials and Recycling

• Act as the company representative for hazardous waste collection and disposal.

• Coordinate all disposal of environmental wastes and keep appropriate records.

Additional duties

• Prepare annual Greenhouse Gas emission reports.

• Provide support and assistance to operation of the Process Water Recovery Plant.

• Calculate and submit annually SARA311/312 (Tier II Reports)

• Calculate and submit annually Toxic Release Inventories (TRI) as required by EPA

• Liaison with the City of Muscatine on sanitary wastewater that is sent to the city pollution control plant.

• Track operating costs pertinent to goals and monthly budget.

• Attend environmental training and conferences to build capability.

• Assist implementation of an Environmental Management System (EMS).

• Assist Director on landfill closure activities.

• Assist Director with education programs for the community.

• Assist Director with resolving other environmental issues as needed.

EDUCATION & QUALIFICATIONS:
• Bachelor’s degree in Chemical Engineering, Environmental Engineering, Environmental Science, or equivalent experience.
EXPERIENCE:
• A minimum of 5 years’ experience in environmental engineering or environmentally oriented positions.

• Experience in an industrial setting is preferred.

• Knowledgeable of federal and state regulations that affect air, water, stormwater, and waste issues associated with the operation of a corn wet milling facility.

• Basic Computer Skills Required: Microsoft Word, Excel, PowerPoint

• Strong communications skills, interpersonal skills, math skills, problem solving skills and ability to work on multiple projects simultaneously.

• Experience in air permitting, monitoring, and reporting, stack testing, and dispersion modeling is a plus.

• Experience with NPDES and stormwater permitting, monitoring, and reporting. Knowledge of operation of anaerobic and aerobic wastewater systems is a plus.

• Experience working with RCRA, SPCC, SWPPP, RMP, SARA, GHGs and TRI regulations.

• Experience with supervising others, training others, and previous experience in an environmental management role is a plus.
