Natural Resources Specialist

Aarcher, Inc., is seeking a natural resource professional to serve in the Technical Branch of the Design and Construction Division at the Denver Service Center (DSC). The Technical Branch provides quality assurance, technical support, and cultural and natural resource compliance services to the Design and Construction Division, as well as Parks, Regions, and partnership agencies and offices. The Natural Resource Specialist performs a wide range of duties in natural resources management, either independently or as a member of interdisciplinary teams, in support of NPS service-wide design and construction projects. This is a full-time, temporary position (1- to 3-year assignment), with the possibility of further extensions.

Required Experience and Capabilities

· Professional knowledge of geophysical, biological, and/or ecological concepts, principles, and practices

· Professional knowledge of the National Environmental Policy Act and environmental compliance processes, policies, guidelines, and procedures

· Professional knowledge of other laws, executive orders, regulations, policies, and guidelines affecting natural resources, e.g. Endangered Species Act; Clean Water Act; Clean Air Act; Magnuson-Stevens Fisheries Conservation Act; Coastal Zone Management Act; Directors Order 12: Conservation Planning, Environmental Impact Analysis, and Decision-Making; Executive Order 11990, Protection of Wetlands; and Executive Order 11988, Floodplain Management

· Knowledge of the principles, strategies, and techniques of public involvement to identify and effectively involve, as necessary, diverse individuals, organizations, and agencies in the planning and design process

· Skill in oral and written communications, including clear, concise, logical, and well organized writing

· Knowledge of federal government contracting process and role of Contracting Officer’s Technical Representative (COTR), including ability to obtain certification as COTR

Minimum Qualifications

· Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor’s or higher degree with at least 24 semester/36 quarter hours in biological sciences, agriculture, natural resource management, or related disciplines appropriated to the position being filled

· Sole or primary author of environmental compliance documentation, e.g., affected environments and environmental consequences sections of environmental assessments, categorical exclusions, findings of no significant impacts (FONSI’s)

· Demonstrated experience as interdisciplinary team member on planning, design, and construction projects involving the integration of natural resources management with land use planning and visitor use management

· Ability to travel to points within the US and its territories
